The Federal Department of Agriculture is the Australian Authority for exportation of food from Australia.
The Export Control Act 1982 is the associated legislation.
The Department of Agriculture provides information including the Manual of Importing Country Requirements (MICoR)
The arrangements that are needed to export food products will depend on the type of food you wish to export and the importing country.
The Export Control Act specifies foods as "prescribed" or "non prescribed".
Non-prescribed products are not regulated or controlled by the Department of Agriculture. To export non-prescribed products you must meet all the conditions and requirements set by the destination, importing company.
Non prescribed foods may require Department of Agriculture certification documents and fees to be paid.
Prescribed foods require a Department of Agriculture Approved Arrangement to be obtained for each processing site.
This means all establishments involved in the preparation, processing, storage and handling of dairy, egg, fish and meat products for human consumption, in the supply chain must achieve an approved arrangement.
The list of prescribed food, that are regulated and controlled by the department, can be found here. Controls and approvals to export prescribed foods,
(including foods that contain these ingredients, eg meat, dairy, eggs, fish) will include registration of the premises where the food is processed, and completion of a Export Registration form. The premises will be audited to confirm compliance to export requirements. The business quality management system will be assessed / audited by the department as a "Approved Arrangement".This will require a documented Approved Arrangement to be prepared , submitted and approved by the Department.
The Department of Agriculture registers each establishment with a number, and checks that each establishment is fit for the purpose of handling the prescribed food, and the food complies with the importing country's requirements.
Once approved the export registration certificate must be displayed on the premises.
